It's like those firewalls are scanning your every word. In Hong Kong, it should be alright. Remember, I setup office there for 2 weeks ;) You should be FLYING in Japan for Internet. I'm not really sure why they require the picture, but I'm thinking that they keep your application on file. For my visa, it was a small slip of paper that was pasted into the Canadian passport itself. The same is true with the Chinese visa.
